Oppose AB 1064

 

I am writing to express strong opposition to Assembly Bill 1064, the AI Companion Chatbots for Children bill. While I fully support efforts to protect minors, this legislation’s overly broad restrictions and vague requirements would have serious unintended consequences – especially for startups and students learning the tools that will be a part of their futures. 

By imposing a blanket ban on AI chatbots for minors, AB 1064 risks cutting off access to valuable tools that can support students, enhance learning, and help prepare California’s youth with critical skills for the future. Rather than improving safety, the bill favors large technology companies, shutting out smaller competitors and reducing both innovation and consumer choice. Its vague language further exposes small AI developers to costly lawsuits, creating barriers to entry that many startups cannot overcome. 

I am particularly concerned about the impact on underserved communities. Restricting the development and adoption of adaptive, affordable tools will deepen existing inequities in access to education and resources—precisely the areas where innovative AI solutions can make the greatest difference.

I urge you to reconsider AB 1064 and pursue a more balanced approach that safeguards minors while still allowing responsible innovation to flourish. With thoughtful collaboration, California can craft regulations that both protect young people and encourage the development of trusted, effective tools for learning and growth.
